1.) Technical Adviser (Sustainable Fuelwood Management in Nigeria)

Location: Abuja

Deadline: 29th May, 2018.

Requirements for Experience and Qualifications
Qualifications:

  • Minimum 10 years’ experience in public or private sector management, preferably with direct experience in programme or project management.
  • Master’s Degree in natural resources management, environment or natural sciences, or a related discipline.
  • Sound knowledge and understanding of forest restoration and sustainable land management.
  • Demonstrated strong analytical skills and ability to draft high quality reports in a concise manner.
  • Excellent leadership, negotiation and communication skills.
  • Sensitive to government and civil society interactions.
  • Ability to lead, manage and motivate teams to achieve results.
  • Fully computer literate.

Languages:

  • Excellent English, both oral and written.

Documents to be included when submitting the proposals
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Personal CV, indicating education background/professional qualifications, all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, on how they will approach and complete the assignment;

Financial Proposal:

  • The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments will be based upon output as shown below.
  • The financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

The consultant shall be paid the consultancy fee upon completion of the following milestones.

  • Deliverable/Outputs Target Due Dates % of lump sum to be paid

Evaluation
Individual consultants will be evaluated based on a cumulative analysis of the technical and financial proposal.
The award of the contract would be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation:
    • Technical Criteria weight; [70%]
    • Financial Criteria weight; [30%]

Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation

2.) Technical Adviser

  • Master’s Degree in Energy, Renewable Energy, Environment or Natural Sciences, or a related discipline.
  • Sound knowledge and understanding of renewable energy.
  • Demonstrated strong analytical skills and ability to draft high quality reports in a concise manner.
  • Excellent leadership, negotiation and communication skills.
  • Sensitive to government and civil society interactions.
  • Ability to lead, manage and motivate teams of national staff, international and local consultants and other stakeholders to achieve results.
  • Fully computer literate.

Languages:

3.) Individual Contractor- Service Contract Salary Survey

Location: Abuja

Deadline: 18th May, 2018.

Requirements and Experience and Qualifications
Academic Qualifications:

  • At least a first Degree in Statistics, Economics, Social Sciences or any related field.

Years of experience:

  • Proven track of experience of at least five years in the area of compensation and benefits for international organizations as well as data collection and analysis

Competencies:

  • Demonstrated capacity for collecting data from across the Federal Republic of Nigeria.

Documents to be included when Submitting the Proposals.
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Proposal(maximum of three pages):
    • Explaining why they are the most suitable for the work
    • Technical proposal on how they will approach and conduct the work
  • Financial proposal
    • Financial proposal should be all inclusive (lump sum)

Financial Proposal:

  • Lump sum contracts
  • The financial proposal should specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments will based upon output, i.e. upon delivery of the services specified in the TOR. The financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel;

  • All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation:
Individual consultants will be evaluated based on the following methodologies:

  • Cumulative analysis

  • Registration in the Council for the Regulation of Engineering in Nigeria (COREN) before 2018

Experience:

  • Minimum 5 years of extensive coordination and development experience including renovation and construction works.
  • Experience in design, preparation of BoQ, estimated costs of civil structures;
  • Construction supervision experience of buildings, utility services, schools, etc
  • Experience in handling of tender documents for turnkey contracts, including technical inputs/specifications for the procurement of services using the conditions of international lending/funding agencies
  • Preparation of work progress reports, daily, weekly, milestone, etc
  • Proven ability to work with multi-disciplinary teams and liaison with authorities.
  • Experience in supervising rehabilitation works and managing projects.
  • Experience with UN or international organization working in crisis-affected country, especially Nigeria would be an advantage.

Technical skills required:

  • Functionally-related professional management skills.
  • Technical related skills.
  • Ability to plan and prioritize work activities to meet organizational goals and organize and oversee work processes efficiently to achieve quality results.

Experience:

  • Minimum 2 years of experience in project procurement and supply chain process/procedures.
  • Experience in design, preparation of BoQ, estimated costs of civil structures;
  • Construction supervision experience of buildings, utility services, schools, etc
  • Experience in handling of tender documents for turnkey contracts, including technical inputs/specifications for the procurement of services using the conditions of international lending/funding agencies
  • Preparation of work progress reports, daily, weekly, milestone, etc
  • Proven ability to work with multi-disciplinary teams and liaison with authorities.
